We had him out because we needed to figure out how to fix a roof leak where the flashing wasn't done right (and part of the siding was also not right). He did a thorough inspection and explained to me what issues he saw. His quote was similar to the other we got.

We ended up having him put on a new roof, with a new under shingle ventilation system and a roof vent. He also corrected siding issues (and flashing), fixed some rotten trim, and repainted part of the siding and trim. Everything looks great! His crews were very nice.

Of all the contractors we've worked with on various renovations, Mel was easily one of the best at quickly responding when we had a question or saw an issue we wanted handled differently. We'll definitely hire him again if we need roof or siding work!

Who Permits a Roof in Louisville

Louisville has its own Building & Codes office at 3623 Louisville Road, (865) 681-1983, so a Louisville address is not automatically a Blount County permit. The town adopts the International Residential Code, 2018 edition (Title 12, §12-201) and amends it locally — which is why the edition number alone never settles a question about your roof.

The town publishes no separate re-roofing rule, one way or the other, so we ask about your address and scope instead of quoting a rule that may not apply. Worth knowing: a Louisville permit expires if the work is not started or is abandoned, an extension is capped at 90 days, and it costs 50% of the original permit fee. On storm work that waits on an adjuster, that matters.

Three authorities, kept apart: Louisville municipal provisions at the town office; Tennessee’s statewide residential standard, the 2018 IRC with state amendments (State Fire Marshal’s Office, effective 16 July 2020), applied where a local jurisdiction is not enforcing its own; and Blount County Development Services (303 McGhee Street, (865) 681-9301) outside the town limits, enforcing the 2018 International Code Council regulations.
