We had him out because we needed to figure out how to fix a roof leak where the flashing wasn't done right (and part of the siding was also not right). He did a thorough inspection and explained to me what issues he saw. His quote was similar to the other we got.

We ended up having him put on a new roof, with a new under shingle ventilation system and a roof vent. He also corrected siding issues (and flashing), fixed some rotten trim, and repainted part of the siding and trim. Everything looks great! His crews were very nice.

Of all the contractors we've worked with on various renovations, Mel was easily one of the best at quickly responding when we had a question or saw an issue we wanted handled differently. We'll definitely hire him again if we need roof or siding work!

Which Permit Office Covers Your Rockford Address

Rockford is an incorporated city, not just a Blount County mailing address, and it runs its own permit desk. Its own guidance is about as broad as municipal guidance gets:

“If you would like to build anything on your property, you are required to have a building permit.” — City of Rockford

Applications are filled out at Rockford City Hall, 3719 Little River Road, (865) 970-9665, Monday to Friday 7:30 a.m. to 4:00 p.m. The city’s services page lists the cost of a building permit as $10, while the municipal code says the fee is set by resolution of the board of commissioners — so confirm the current figure when you apply.

Three separate authorities can touch one Rockford project, and they are not interchangeable:

Rockford municipal provisions. The city’s code adopts the International Building Code, 2009 edition (Title 12, §12-201, adopted 2003 and last amended September 2010), and requires a permit for construction in the city. It does not adopt an edition of the International Residential Code.
Tennessee residential requirements. The statewide residential standard is the 2018 International Residential Code with state amendments, adopted by the State Fire Marshal’s Office and effective 16 July 2020. It applies where a local jurisdiction is not enforcing its own residential code.
Blount County jurisdiction. Outside the Rockford city limits, Development Services at 303 McGhee Street, Maryville, (865) 681-9301 enforces the 2018 International Code Council regulations.

A 2010 municipal adoption does not answer every current residential question. It tells you what the city put on its books; it does not tell you which standard an inspector will apply to your roof, siding or deck today, or which office will do the inspecting. That is settled by a call, not by a web page — ours included.

For contrast, neighboring Alcoa lists the 2018 IRC and Maryville moved to the 2024 IRC on 1 January 2026. Four jurisdictions inside one county, and not one of them the same.

In practice: start at Rockford City Hall, and ask there which office inspects the work. The city’s page does not say, and that is the question worth settling before the first fastener goes in rather than after.
